Eighteen Chinese companies including telecom service providers, content creators, and system manufacturers including China Telecom and Huawei recently formed China Interactive Media Industry Alliance (CIMIA). CIMIA aims to develop and promote technologies for AVS standard based IPTV.
It does appear that AVS will become a significant factor in the Chinese IPTV market. IPTV encoder, video on demand systems, and set-top box manufacturers should pay close attention to these developments.

ZTE Wins China Netcom AVS Project
ZTE won the first AVS-IPTV commercial network bid from China Netcom. ZTE will be the sole IPTV provider for the project.
AVS is intellectual property developed in China that enables local providers to save on patent fees required with foreign systems. China’s Ministry of Information Industry (MII) and China Netcom have been working toward the commercial implementation of AVS standard. AVS IPTV commercial trials started in November 2006.
In 2006 ZTE won deals for IPTV projects at Beijing Telecom, Shanghai Telecom, and China Netcom. ZTE claims that it has over 50 percent share of China’s current IPTV product solutions market.
This is a significant win for ZTE. It shares virtually all of the IPTV systems business with UTStarcom in China. AVS support should give it a significant advantage in the Chnese market since the country has a major push under way to use as much local intellectual property as it can.

AVS Creating Lockout in China
Products from UTStarcom, ZTE, Huawei and Alcatel Shanghai Bell have been checked and accepted following tests carried out in Dalian in October 2007. The tests are targeting the application of products using home-developed AVS video compression technology on China Netcom's pilot AVS-IPTV system, which has operated steadily for more than six months.
Overseas equipment providers did not join in the tests, because they mainly support foreign standards, such as MEPG4 and H.264.
Apparently China Netcom will only adopt the AVS video compression standard in its IPTV deployment if the tests in Dalian are successful, aimed at avoiding high patent fees from using foreign standards. If equipment providers do not adopt AVS, they will lose the opportunity in China's market.
Currently China Telecom has not standardized on AVS and is using MPEG-4. Using AVS will be a requirement for the headends, the set-top boxes, and the video on demand systems in particular. If AVS takes hold in China, other companies will adopt it in order to gain access to this very large IPTV market.

Envivio has China's AVS Encode
Envivio of South San Francisco California has announced that its IPTV encoders now support China's AVS encoding standard. The company will demonstrate its AVS encoder at CCBN in Beijing at the end of March.
All of the intellectual property for AVS is owned by China. The intellectual property behind the MPEG-4 AVC video encoding standard is owned by western companies. Using AVS eliminates the requirement to make payments to companies outside of China to use MPEG-4 AVC. The AVS standard is broader in that it includes contains video, audio and digital rights management AVS became the national standard in China in April 2005.
