I spoke with UTStarcom about its Safe-City video surveillance project in Benxi, China with China Netcom. UTStarcom's IPTV video system to receive video surveillance from about 1,000 cameras. It developed a backend that provides the ability to record the videos from all of these cameras in real time. This is like recording 1,000 TV channels at one time onto video on demand servers for an NPVR IPTV service.
UTStarcom said that its systems brings the advantages of digital technology such as higher image quality and lower costs to the surveillance application, which is generally implemented using analog technology today.
UTStarcom also said that this approach can give much more flexibility in viewing the recorded content. Its IPTV video system provides the ability to view surveillance videos over any broadband connection or even over mobile devices using Mobile TV technology.
It will be interesting to see if IPTV technology becomes broadly deployed in surveillance applications. I guess that there is a lot of additional work to get a system like this to scale up to 100 thousand or a million cameras. I would also think that archival storage of these videos will also be a real challenge, especially on a very large system.

China Netcom to Expand IPTV
China Netcom is planning to expand its IPTV trials to 16 cities from the 10 cities in place today.
China Netcom is holding IPTV trials in force. It now has more than one hundred thousand subscribers in these trials. Shanghai Telecom is the only operation in China that I am aware of that is really gaining traction right now. It appears that the other trials are growing, but not dramatically.
I would be interested in comments from anybody with direct knowledge.

ZTE Wins China Netcom AVS Project
ZTE won the first AVS-IPTV commercial network bid from China Netcom. ZTE will be the sole IPTV provider for the project.
AVS is intellectual property developed in China that enables local providers to save on patent fees required with foreign systems. China’s Ministry of Information Industry (MII) and China Netcom have been working toward the commercial implementation of AVS standard. AVS IPTV commercial trials started in November 2006.
In 2006 ZTE won deals for IPTV projects at Beijing Telecom, Shanghai Telecom, and China Netcom. ZTE claims that it has over 50 percent share of China’s current IPTV product solutions market.
This is a significant win for ZTE. It shares virtually all of the IPTV systems business with UTStarcom in China. AVS support should give it a significant advantage in the Chnese market since the country has a major push under way to use as much local intellectual property as it can.

AVS Creating Lockout in China
Products from UTStarcom, ZTE, Huawei and Alcatel Shanghai Bell have been checked and accepted following tests carried out in Dalian in October 2007. The tests are targeting the application of products using home-developed AVS video compression technology on China Netcom's pilot AVS-IPTV system, which has operated steadily for more than six months.
Overseas equipment providers did not join in the tests, because they mainly support foreign standards, such as MEPG4 and H.264.
Apparently China Netcom will only adopt the AVS video compression standard in its IPTV deployment if the tests in Dalian are successful, aimed at avoiding high patent fees from using foreign standards. If equipment providers do not adopt AVS, they will lose the opportunity in China's market.
Currently China Telecom has not standardized on AVS and is using MPEG-4. Using AVS will be a requirement for the headends, the set-top boxes, and the video on demand systems in particular. If AVS takes hold in China, other companies will adopt it in order to gain access to this very large IPTV market.

China Telcos Wants IPTV Deregulation
China Telecom and China Netcom called for the deregulation of the IPTV market in China. They stated that there is a worldwide trend to deregulate IPTV; however, they stated that it is not happening in China. For example, regulators have only allowed China Telecom to offer IPTV commercial services in only six cities.
The two firms hope that IPTV can provide them with a major source of broadband revenue, but broadcasting authorities are concerned that IPTV could hurt cable TV operators. In December 2005, the broadcasting authorities in Quanzhou, in East China's Fujian Province, ordered the closure of an IPTV service jointly run by China Telecom and the Shanghai Media Group, despite the fact that the Shanghai Media Group had been granted a license to operate the service by the State Administration of Radio, Film and Television.
A new law is being developed to address this issue but is not expected to be passed before March 2008.
China Telecom has 210,000 IPTV subscribers with 150,000 in Shanghai. China Netcom has more than 140,000 IPTV subscribers.
The short term prospects for IPTV in China are cloudy at best. There is still a lot of uncertainty that is based on how the government will sort out the conflict between the cable and the telephone companies. It is likely that this will be sorted out in the next year or two, but it is wise to take a conservative approach for now.

China Telecom to test AVS
EETimes has reported that China Telecom plans to test AVS video encoding at its Shanghai Telecom subsidiary in this article. China Telecom denied the report but a vice director of a state owned research group confirmed it.
China Netcom plans to use AVS-based IPTV in 20 cities by the end of 2007,.
AVS is one of several domestic standards that China is promoting in order to reduce its dependency on foreign intellectual property. If the strategy is successful, it will shift the flow of royalties and fees to local, rather than foreign, companies and help to build up domestic technology.
Using AVS will require unique encoders and set-top boxes in China since the rest of the world is going to MPEG-4 AVC. This will significantly raise the cost of IPTV deployment in China, since the set-top box typically accounts for 3/4 of the capital investment in IPTV services.
China is very serious about developing its own technology. It finds that the return from building low cost hardware is low be case so much of the margin goes to technology patent holders outside of China.
