TV Latam has posted an article saying that state owned Cantv in Venezuela will spend $400M on its IPTV system to reach 1.26 million subscribers using a system provided by ZTE. During the first trial stage of the project, Cantv will offer its service to 67.090 users who will have access to 140 channels.
Venezuela is taking a democratic approach and plans to offer a mass market service. This is a huge win for ZTE.

IPTV Subscribers Increasing in China
The number of IPTV users in Jiangsu Province China increase to more than 200,000 by the end of September 2008, compared to 35,000 at the end of 2007. This is an increase of 471 percent in the first nine months of 2008, the sharpest rise in IPTV use in the country.
Jiangsu Province started offering IPTV services to residents in the second half of 2006. China Telecom's local branch operates the service, in collaboration with content providers Shanghai Media Group, the state-run Xinhua news agency, and ZTE.
Shanghai now has more than 600,000 IPTV users as of the end of September, up approximately 150 percent from the end of 2007. At the end of 2007, Hangzhou City had the most IPTV subscribers of any IPTV subscription region with 250,000, while Shanghai Municipality had 240,000 users and Henan Province ranked third with 200,000 users. Jiangsu Province ranked just ninth at the time with 35,000 users, far fewer than the top five regions. The pace of growth has slackened in some regions where IPTV once developed rapidly, such as Heilongjiang Province and Henan Province.
China is on its way to becoming the leading IPTV country as it has done with broadband. However, its IPTV success is still concentrated in only a few provinces. Its ultimate success depends on expanding this success to all provinces.

China Telecom Selects Vendores
China Telecom announced the companies that its provincial operators should use for their IPTV services. For systems contracts, ZTE , UTStarcom, and Alcatel-Lucent were chosen.
For standard-definition set-top boxes ZTE, UTStarcom, Coship, Motorola, Huawei, Postcom, Sunniwell, Alcatel-Lucent, Yuxing, 30 Kaitian and Changhong. The provincial operators should give preference to these companies in the order that they are listed.
For high-definition set-top boxes ZTE, UTStarcom, Alcatel-Lucent, Postcom and Changhong.
The prices for terminal equipment have been set and the provincial operators are not allowed to renegotiate prices.
This should clear the way for China Telecom's provincial operators to ramp up their IPTV efforts. This is likely to significantly accelerate the IPTV services in China, which has basically been limited to the Shanghai area until now.

ZTE IPTV System
I was at the ZTE analyst meeting in Shenzhen, China on March 25 and 26. ZTE was quite serious about its telco IPTV system. It offers an open system that combines ZTE and third party components, including:
- Headends from Tut Systems (now part of Motorola), Optibase, Tandberg TV, envivio, and Thomson
- Video On Demand Servers from ZTE
- Middleware from ZTE
- Content Security from ZTE, Irdeto and Verimatrix
- Set-top boxes from ZTE, Sunniwell, and Yuxing
- China (with 50 percent market share according to ZTE's numbers)
- Free Internet, Thailand
- VNPT Vietnam
- Belorussian Telecom
- Progroup, Estonia

ZTE Interview
I had an interview with ZTE yesterday to discuss its recent announcement that it won the first IPTV AVS deployment in China with China Netcom.
ZTE offers a complete IPTV system but uses video headends from other companies. It uses Envivio, USC, and Shanghai broadcast for AVS encoders. It may use other vendors for set-top boxes or may include content security from Irdeto or Verimatrix in addition to or in place of its own set-top boxes or content security software.
ZTE's China Netcom AVS deployment will start with 30 thousand subscribers. It is in a city of 2 to 3 million people, so there is room for significant growth.
ZTE believes that its AVS capability gives it a significant competitive advantage in the China market. It stated that China Telecom is testing AVS and that over the air broadcasters are starting to use AVS for digital terrestrial services. ZTE cited three advantages for AVS:
ZTE stated that there are currently 1.14 million IPTV subscribers in China. People generally prefer IPTV over cable even though it is about 50 percent higher in price because if its interactive and convenience features.
ZTE said that the lack of consensus between MII the telecom regulator and the broadcast regulator is holding IPTV back today. It stated that China Telecom and China Netcom are made up of a set of independent local subsidiaries. ZTE stated that each of these subsidiaries will make its decisions about which IPTV system to use independently.
Keep in mind that this is ZTE's view of the world. It is clearly a significant factor in the China market even though UTStarcom would probably dispute which is number one. I do believe that AVS will be an important factor in China and one where ZTE seems to have an advantage today.

- AVS requires less hardware resources than MPEG-4 H.264.

ZTE Wins China Netcom AVS Project
ZTE won the first AVS-IPTV commercial network bid from China Netcom. ZTE will be the sole IPTV provider for the project.
AVS is intellectual property developed in China that enables local providers to save on patent fees required with foreign systems. China’s Ministry of Information Industry (MII) and China Netcom have been working toward the commercial implementation of AVS standard. AVS IPTV commercial trials started in November 2006.
In 2006 ZTE won deals for IPTV projects at Beijing Telecom, Shanghai Telecom, and China Netcom. ZTE claims that it has over 50 percent share of China’s current IPTV product solutions market.
This is a significant win for ZTE. It shares virtually all of the IPTV systems business with UTStarcom in China. AVS support should give it a significant advantage in the Chnese market since the country has a major push under way to use as much local intellectual property as it can.

Optibase Focusing on Asia
I had an interview with Optibase to discuss its recent announcement that its encoders are being included in the Bharti Airtel IPTV service in India. Optibase is working with UTStarcom at Bharti. UTStarcom is supplying the middleweare, the video on demand systems, the set-top boxes, and the system integration.
In addition to Bharti Airtel, Optibase is included in the IPTV deployments in India by Aksh and Time Broadband. Both of these companies have been licensed by MTNL to offer IPTV services over MTNL's network.
UTStarcom is working with three major integrators and IPTV suppliers UTStarcom, ZTE, and Huawei. UTStarcom has a strong position in the IPTV markets in China and India. ZTE also has a strong position in the IPTV market in China. Huawei is the largest Chinese systems company and has a number of IPTV deployments Asia, the Russian Federation, and Africa.
Optibase expects that its relationships with UTStarcom, Huawei, and ZTE will provide it with a strong entry into the emerging IPTV market in China. Optibase has started to work on AVS products so that it can support the Chinese video compression standard.
Optibase is also making strong sales efforts into Eastern Europe and the Russian Federation. It is seeing a lot of RFPs from Eastern European service providers at this time.
Video encoders are generally acquired early in deployment of an IPTV service. A smaller service provider will need only a single headend system and will fully populate it with encoders before the service goes commercial. A large country will typically add additional headends as the IPTV service is expanded to support additional metropolitan areas.
Optibase's strategy of focusing on India, China, and Eastern Europe is sound. This where the new IPTV services are are being deployed today. The growth potential in both India and China is very strong. Optibase can expect significant continuing business from these two companies over several years as their IPTV services expand.

AVS Creating Lockout in China
Products from UTStarcom, ZTE, Huawei and Alcatel Shanghai Bell have been checked and accepted following tests carried out in Dalian in October 2007. The tests are targeting the application of products using home-developed AVS video compression technology on China Netcom's pilot AVS-IPTV system, which has operated steadily for more than six months.
Overseas equipment providers did not join in the tests, because they mainly support foreign standards, such as MEPG4 and H.264.
Apparently China Netcom will only adopt the AVS video compression standard in its IPTV deployment if the tests in Dalian are successful, aimed at avoiding high patent fees from using foreign standards. If equipment providers do not adopt AVS, they will lose the opportunity in China's market.
Currently China Telecom has not standardized on AVS and is using MPEG-4. Using AVS will be a requirement for the headends, the set-top boxes, and the video on demand systems in particular.
